Instagram does that on purpose to keep you scrolling longer. There is no setting to fix it. But yeah there is a tool. I use a site where you can see https://www.way2earning.com/2020/11/increase-followers-on-instagram/ and following in the right order. Just type in any public username and it shows you who they followed most recently right at the top. No login, no scrolling through hundreds of old accounts. Takes five seconds. I check it once a week for competitor research and it saves me so much time. Way better than fighting with the Instagram app.
