Proposal 4 has passed the on-chain vote. The v0.0.5 software upgrade is scheduled to take effect at block 620,500. The post notes that validators had a window of approximately 18,000 blocks to prepare their nodes prior to the upgrade.

Key Changes in v0.0.5 Upgrade
- Strengthened Steem Identity Verification
Steem identity verification is now mandatory for all methods of creating or editing validators. The validator must be associated with an ACTIVE Steem account, and the owner, active, and posting keys must be registered. This rule applies across the board—including direct transactions, authz, Interchain Accounts (ICA), and the EVM staking precompile.
- Reactivation of EVM Staking Precompile
The staking precompile at address "0x0000000000000000000000000000000000000800" is being reactivated, now incorporating identity verification measures. This restores the ability to manage validators and perform delegations using MetaMask and other EVM wallets.
- Permanent 1 Gwei Gas Floor
A minimum EVM gas price of 1 Gwei has been permanently set within the chain logic. The objective is to maintain the effectiveness of the EVM transaction fee structure and the fee-burn mechanism. Important: The post confirms that users' existing keys, stakes, and validator identities will remain unchanged after the upgrade.
Urgent: Action Required for Validators
All validators must prepare the v0.0.5 binary before block 620,500. Failure to update on time may cause the node to halt, and the validator could be jailed due to downtime.
