Perhaps... she’s wondering who else she could push into the water—someone else who doesn’t know how to swim—to make the comic’s plot as suspenseful as possible? :)
Wow, that could very well be it, and the story is incredibly suspenseful.
Every story needs a solid foundation, and you have created that foundation :)
