EPCG Export Obligation Extension: New Automated Facility Explained

Trade Notice No. 21/2026-27 | 21 August 2026

The Directorate General of Foreign Trade (DGFT) has introduced a new automated facility for granting Export Obligation (EO) extensions for Advance Authorisation (AA) and Export Promotion Capital Goods (EPCG) Authorisation cases considered by the PRC/EPCG Committee.

The facility is part of DGFT's ongoing efforts to simplify procedures, reduce manual intervention and improve Ease of Doing Business for exporters. Under the new system, exporters whose EO extension request is approved by the PRC/EPCG Committee will no longer need to file a separate EO extension application with the concerned Regional Authority (RA).

What Is the New EPCG EO Extension Facility?

Under the EPCG Scheme, exporters are required to fulfil the prescribed Export Obligation within the applicable period. In certain situations, an exporter may need additional time to fulfil the obligation and may seek an extension through the appropriate mechanism.

Earlier, where an EO extension was approved by the PRC/EPCG Committee, additional procedural steps could be required for implementation of that decision through the concerned Regional Authority.

Trade Notice No. 21/2026-27, dated 21 August 2026, changes this process. Once the PRC/EPCG Committee approves the EO extension, the approved extension will be processed directly through the DGFT system. The exporter does not have to submit a fresh EO extension application to the concerned RA.

How Does the New Automated Process Work?

The process can be broadly understood in the following steps:

Step 1: Apply for EO Extension Before the PRC/EPCG Committee

The exporter first submits the request for extension of the Export Obligation period for the concerned EPCG Authorisation before the PRC/EPCG Committee, wherever the matter requires consideration by the Committee.

Step 2: PRC/EPCG Committee Takes a Decision

The Committee examines the request and decides whether the requested EO extension can be granted.

If the Committee approves the extension, the case moves into the automated process.

Step 3: System Generates Fee Payment Requirement

Following approval, a communication will be issued through the system requiring payment of the prescribed EO Extension fee in relation to the PRC/EPCG Committee file.

Step 4: Pay the Prescribed Fee Through the DGFT Portal

The exporter needs to pay the applicable fee through the DGFT portal and submit the required response.

Step 5: EO Extension Is Automatically Processed

Once the payment is successfully made and the response is submitted:

  • The EO extension file will be automatically created.
  • The file will be approved in the system.
  • The corresponding EO Extension Letter will be generated.

This eliminates the need to initiate a separate EO extension application with the Regional Authority after the Committee has already approved the extension.

What Happens to the Revised EPCG Export Obligation Date?

Another important aspect of the new facility is the automatic updating of the revised EO expiry date.

Once the extension is processed, the revised EO expiry date will be reflected in the DGFT system records of the concerned EPCG Authorisation. The updated information will also be transmitted to ICEGATE, helping ensure that the revised validity is reflected in the relevant customs system records.

Key Benefits for EPCG Exporters

The new facility offers several practical benefits:

1. No Duplicate Application

The biggest advantage is that exporters do not have to submit another EO extension application to the concerned RA after receiving approval from the PRC/EPCG Committee.

2. Reduced Manual Processing

The system automatically creates and processes the EO extension file after the required fee payment and response submission.

3. Faster Implementation of Committee Decisions

Since the approved extension moves directly through the DGFT system, the process reduces additional administrative steps between Committee approval and issuance of the extension letter.

4. Better Digital Record Management

The revised EO expiry date is updated in DGFT's records and transmitted to ICEGATE, helping maintain consistency between the relevant systems.

5. Greater Ease of Doing Business

The initiative is part of DGFT's broader digitalisation and process-simplification efforts aimed at reducing manual intervention for exporters.

Does This Mean Every EPCG Export Obligation Extension Is Automatic?

No. This distinction is important.

The new facility does not mean that every EPCG holder can automatically obtain an extension of the Export Obligation period.

It specifically covers cases where the EO extension request is considered by the PRC/EPCG Committee and the Committee decides to grant the extension.

In other words, the automation primarily simplifies the implementation of an approved PRC/EPCG Committee decision. It does not remove the underlying eligibility requirements, scrutiny or decision-making process for obtaining an extension.

The existing provisions governing EPCG EO extensions and applicable fees continue to be relevant. For example, the DGFT Handbook of Procedures contains provisions concerning extension of the EPCG Export Obligation period, including composition fees and timelines applicable in different circumstances.

EPCG Exporters Should Still Monitor Their EO Deadlines

Although the new facility simplifies the extension process, exporters should not wait until the last moment to address an approaching Export Obligation deadline.

An EPCG holder should regularly review:

  • EPCG Authorisation validity
  • Export Obligation fulfilled to date
  • Remaining Export Obligation
  • Block-wise EO requirements, where applicable
  • Export documents and supporting records
  • EODC requirements
  • Applicable extension provisions
  • Any shortfall or compliance issue

This is particularly important because an EO extension and EPCG EODC/closure are separate compliance stages.

DGFT has also introduced other digital measures relating to EPCG compliance and EODC processing during 2026, reflecting the broader move toward online processing of export-promotion authorisations.

How Is This Different From the Earlier Process?

The key difference can be summarised as follows:

Earlier ProcessNew Automated Facility
Exporter seeks EO extension through the applicable processExporter seeks EO extension through the applicable PRC/EPCG Committee process
PRC/EPCG Committee considers the requestPRC/EPCG Committee considers the request
If approved, additional application/process could be required with the RANo separate EO extension application is required with the RA after Committee approval
More manual interventionSystem-driven processing
Additional procedural stepsAutomated file creation and approval after prescribed fee payment
EO extension information updated through the applicable processRevised EO expiry date is reflected in DGFT records and transmitted to ICEGATE

What Should Exporters Do Now?

Exporters with EPCG Authorisations approaching their EO deadlines should first determine whether an extension is required and which route is applicable to their particular authorisation and circumstances.

Where a case requires PRC/EPCG Committee consideration, exporters should ensure that the extension request is properly prepared with the relevant supporting information and justification.

After approval, exporters should monitor their DGFT portal for the fee-payment communication, make the prescribed payment and submit the response so that the automated EO extension process can be completed.

DGFT has also made a detailed Help Manual available for the new functionality and has advised stakeholders to use the DGFT Helpdesk for assistance where required.

Conclusion

The introduction of the automated EPCG Export Obligation Extension facility under DGFT Trade Notice No. 21/2026-27 dated 21 August 2026 is a significant procedural improvement for exporters.

The most important change is simple: once the PRC/EPCG Committee approves an EO extension, exporters do not have to file a separate EO extension application with the concerned Regional Authority. After payment of the prescribed fee and submission of the required response, the DGFT system can automatically create and process the extension file and generate the EO Extension Letter.

However, exporters should remember that automation of the post-approval process does not mean automatic approval of an EO extension. Proper compliance, timely action and understanding of the applicable EPCG provisions remain essential.

For exporters managing EPCG Authorisations, keeping track of EO deadlines and taking timely action can help avoid complications during EODC, redemption or regularisation.
