Cebu to Bohol Ferry

A few specific questions regarding booking the ferry.
We don't arrive until late October.
When is the earliest I can reserve my seats on the Oceanjet ferry website.
How many ferries depart daily and at what time is the first one.
What time does the first ferry leave Bohol for the return leg.
How early should we arrive before departure for check-in.
Is it cost effective to book Business Class for the 20kg of luggage rather than a standard ticket.
And lastly, how are things going generally on Cebu, Bohol and the Philippines during this crisis in the Middle East ie food and drink cost, fuel prices and visitor numbers.
